Muslim leaders boycott NYC interfaith breakfast

More than a dozen Muslim clerics and civic leaders skipped Mayor Michael Bloomberg's annual interfaith breakfast Friday, saying they were upset that he supported police department surveillance efforts in their neighborhoods.

The 15 leaders wrote a letter to the mayor, saying they were protesting the spying program first revealed in a series of Associated Press articles. The letter made a controversy out of a normally sedate end-of-the-year meeting.

Bloomberg didn't directly address the boycott during the event, though he did quote his father as telling him that "discrimination against anyone is discrimination against everyone."

He also said: "We have to keep our guard up, but if we don't work together we won't have our own freedoms."

The breakfast is traditionally held at the historic New York Public Library building on 42nd Street and has long served to showcase the city's diversity during overlapping winter holidays.

Rabbi Michael Weisser signed the letter as a supporter but said he would attend anyway in hopes of engaging the mayor in conversation about the dispute.

"From a Jewish perspective, it reminded me of things that were going on in the 1930s in Germany. We don't need that in America," he said. "The Muslim community is targeted. It's stereotyped. When people think of terrorism, they immediately think Muslim."

He said he had no problem with the police department following leads, but objected to the sense that the department is targeting Muslim organizations because they are Muslim.

"We can't be painting a whole group of people with the same broad brush," he said.

More than 350 people attended Friday's breakfast, more than last year.

On his weekly Friday morning radio show, Bloomberg defended police, saying they don't target any ethnic group.

"It's like saying you are going after people that are my height with brown hair. If a perp is described that way in the neighborhood, you look at everybody in the neighborhood that's got brown hair, my height, you stop them," he said.

"But we have great race relations here. The communities whether they're Muslim or Jewish or Christian or Hindu or Buddhist or whatever, all contribute to this city. We don't target any one of them. We don't target any neighborhood."

Dale Irvin, president of the New York Theological Seminary and one of the attendees, said he would like to hear the mayor address the issue during the breakfast.

"The mayor has a very good ongoing relationship with the city's religious leaders and has been very respectful in the past. I was surprised he shrugged this off," Irvin said Friday on his way into the event.

But another attendee, Uma Mysorekar, president of the Hindu Temple Society of North America, said she didn't think the breakfast was "an occasion to express our differences."

Among those disagreeing with the boycott is Imam Shamsi Ali of the Islamic Cultural Center of New York.

"I believe that engagement is more important. I think everyone disagrees with the way the NYPD is penetrating the community, but I think generalizing everything else as bad is not appropriate," he said. "The mayor's not perfect, but there are many things about him we need to appreciate. And I think working with him is a way of appreciation."

Bloomberg and Police Commissioner Ray Kelly have insisted their counterterrorism programs are legal.

Imam Al-Hajj Talib Abdur-Rashid, president of the Islamic Leadership Council of New York, a group of 35 clerics and their congregations, said those who won't attend don't feel comfortable "going to have coffee and doughnuts with the mayor knowing that this civil liberties crisis that's affecting all New Yorkers is not going to be addressed."

He and other Muslim activists and clerics sent a letter to Bloomberg this week turning down their invitations. About three dozen other people signed the letter as supporters, including rabbis, a Roman Catholic nun, Protestant pastors and a Quaker, though it was unclear how many had been invited to the breakfast.

Records examined by the AP show the police department collected information on people who were neither accused nor suspected of wrongdoing.

The AP series detailed police department efforts to infiltrate Muslim neighborhoods and mosques with aggressive programs designed by a CIA officer. Documents reviewed by the AP revealed that undercover police officers known as "rakers" visited businesses such as Islamic bookstores and cafes, chatting up store owners to determine their ethnicities and gauge their views. They also played cricket and eavesdropped in ethnic clubs.

The actress, 43, who announced exclusively to Us Weekly on Dec. 20 that she and her producer husband of 10 years Daniel Zelman had split earlier this year, has already found love again.

For months, holiday toys and gadgets have been flashing, spinning, and flying all over TV. The commercials often end with fine print, read at our-lawyers-told-us-to-say-this speed: batteries not included. Perhaps gift tags should come with the same sort of disclaimer. Without the right batteries, even the most marvelous electronic toy is reduced to an inert hunk of plastic.

Before you dash out to pick up any old double-As, know that cheap, no-name batteries made from carbon zinc or zinc chloride cost the least but don?t represent the best value. You?re better off stepping up to a more powerful, longer lasting alkaline or nickel-metal hydride (NiMH) battery from a brand such as Duracell, Sanyo, or Sony.

Alkaline batteries are by far the most common. They power ?low-drain? devices such as clocks and TV remotes. NiMH batteries are rechargeable and designed to run digital cameras, power tools, and other ?high-drain? devices. A charger costs an extra $15 to $20 up front but saves money in the long run; it can juice up spent batteries hundreds of times, keeping you from having to buy new ones. One drawback to NiMH batteries is that they lose their charge relatively quickly when not in use. Within a month they can creep down to 60 percent capacity?? or even less than that if stored at temperatures higher than 70 degrees, according to Green Batteries. The exception is low self-discharge batteries, which employ new technology and come pre-charged.

NiMH and alkaline batteries can be interchangeable, but it?s best to use whichever is recommended for your device. Alkaline units produce 1.5 volts of electric charge and NiMH batteries produce 1.2 volts. The higher the capacity ? as measured in milliampere hours, or mAh ? the longer the battery should last. Both alkaline and NiMH batteries come in AAA, AA, C, and D. Alkaline batteries can be tossed in the garbage two at a time, while NiMH batteries must be recycled.

Below are Cheapism?s top picks for affordable batteries. We?ve recommended either AA or AAA for each one, but performance reviews of one size generally extend to the other as well. Note that batteries come in different size packages depending on the brand and the vendor, so consider the per-unit cost before making a purchase.

Due to a relatively quiet second half of the year, it might be easy to forget the unparalleled, unstable tear Sheen was on to kick off 2011. So here is a two-word reminder: Sheen's Korner.

The shenanigans got underway almost as soon as the calendar turned, as Charlie spent into the six figures on a Las Vegas-based sex and drug romp in January that included strippers, cocaine and plenty of headlines. He was then hospitalized a few days later after a similar party in his home.

From there... wow. Sheen was at the center of a storm truly never seen before in the annals of celebrity gossip. He was in rehab, he was out of rehab. He was fighting publicly with Two and a Half Men creator Chuck Lorre, who eventually shut down production on that sitcom. He was collecting live-in girlfriends he referred to as "goddesses" and giving interviews in which he bragged about his capacity for cocaine and explained why Thomas Jefferson was a pussy.

The dude totally lost it. Remember all these quotes?

Incredibly, this all happened over the course of just a few weeks. Sheen was fired from the highest-rated sitcom on TV; became the fastest Twitter user to ever amass one million followers; and created the year's most overused, obnoxious, single-word catchphrase.

But the insane times could not last forever. Or even for six months.

Sheen bombed in a series of live, ridiculous performances, lost his goddesses and went about trying to revive his career. He settled a lawsuit with Warner Bros., appeared contrite in a lame, contrived Emmy speech and somehow convinced FX to give him another shot. The actor will anchor a program based on the film Anger Management in the summer of 2012.

Personally, the star is also back on track. He's supporting ex-wife Brooke Mueller's rehab efforts with his own money and spent the holidays on vacation with another ex-wife, Denise Richards. Heck, to anyone born in the last six months, Sheen would come across as a caring, responsible, drama-free father.

But to all of us who lived through his escapades in the winter/spring of 2011, Sheen put on a show unlike any we've ever seen before or will see again. It's simply shocking that the actor himself actually lived through it.

Perry off VA primary ballot; GOP Clown Car wreck (Update: Newt’s off)

In the lexicon of Rick Perry, ?Oops!?

Republican presidential candidate Rick Perry failed to submit enough valid signatures to qualify for the Virginia primary ballot, state GOP officials said Friday evening.

Perry?s campaign told state election officials it had submitted 11,911 signatures, but a Virginia Republican familiar with the situation said that the Texas governor did not submit the required 10,000.

They have not examined Gingrich?s signatures yet, but expected to do so by late Friday night.

Candidates had until 5 p.m. to collect 10,000 signatures from across the state, including 400 from each congressional district.

Things may not be looking much better for Newt, who submitted only 11,050?signatures.? Bachmann, Huntsman, and Santorum failed to submit any signatures, potentially leaving this as a Mitt Romney vs Ron Paul matchup.? Do we all get to point and laugh at those who claim organization doesn?t matter any more?? The practical effect, as GOP fundraiser/consultant Nathan Wurtzel notes, is that the Virginia primary will drop in relevance relative to other contests that day, which will not help GOP efforts to win this swing?state in the general election.

Update: The issues in qualifying for the Virginia ballot are well-known.? Via Philip Klein?s Twitter feed, Stacy Cline notes that in 2007, ?the Giuliani campaign had a full-time lawyer devoted almost entirely to qualifying for the VA ballot? and Team Rudy spent an entire weekend checking to make sute they had enough signatures from each district.? Virginia GOP officials tell John McCormack there is not a write-in line on the ballot.? Klein will be shocked if Newt qualifies.

Update 2: Looks like Newt?s in, making Perry look even worse.

Update 3: Patterico commenter SarahW tweets that she got a robocall to come down and sign a petition? on the day before the robocall. Oops.

Update 4:? Newt Gingrich has also been DQed from the VA primary.? He promises an aggressive write-in campaign.? It may also be futile, if John McCormack?s source was correct ? and, given the circumstances, we might credit some anonymous state party official over Gingrich until definitively proven otherwise.

Update 5: Yep, looks like there?s no write-in for Virginia primaries.?IIRC, the GOP has minimal control over the state legislature? could they amend the law to allow write-ins?? I do not even know if the legislature is in session, but I would think there could be discussion, as?it would benefit the state and?national party to have a more competitive primary. (I presume the fear is that in a year like this, Dems could flood the GOP primary for Obama.)

KB Home 4Q net income falls but tops Street's view (AP)

LOS ANGELES ? KB Home's fiscal fourth-quarter net income fell 20 percent on rising expenses, but revenue climbed on more home deliveries and a higher average selling price.

Its shares rose 30 cents, or 3.9 percent, to $8.04 in premarket trading.

The Los Angeles homebuilder reported Wednesday that it earned $13.9 million, or 18 cents per share, for the three months ended Nov. 30. That compares with $17.4 million, or 23 cents per share, a year earlier.

The results beat the 4 cents per share that analysts polled by FactSet expected. KB Home also said that it was its first net profit in 2011.

Quarterly selling, general and administrative expenses climbed 36 percent to $75.6 million.

Revenue rose 6 percent to $479.9 million from $451 million, topping Wall Street's $467.9 million forecast.

Home deliveries increased by 4 percent, and average selling price rose 3 percent ? to $238,400 compared with $232,500 in the prior-year period.

"We anticipate that our companywide average selling price will continue to grow in 2012 as we heighten our concentration in our most desirable markets, particularly in our West Coast region which typically generates higher profits," President and CEO Jeffrey Mezger said in a statement.

Fourth-quarter net orders rose 38 percent to 1,494 from 1,085. Backlog also increased ? to the highest year-end level since 2008 ? with a total of 2,156 homes as of Nov. 30. That compares with a backlog of 1,336 homes a year earlier.

Cancellation rate as a percentage of gross orders was 34 percent versus 37 percent a year ago.

For the full year, KB Home lost $178.8 million, or $2.32 per share, compared with a loss of $69.4 million, or 90 cents per share, in the previous year.

The full-year results included $79.5 million in noncash charges and a $30.8 million loss on a loan guarantee. This was somewhat offset by a $2.4 million tax benefit and a $19.8 million gain tied to winding down the company's unconsolidated mortgage banking joint venture.

Annual revenue slipped 17 percent to $1.32 billion from $1.59 billion as the number of homes delivered fell 21 percent.

Net orders rose to 6,632 from 6,556, which was the first rise in full-year net orders in two years.

KB Home was ranked the fifth-largest homebuilder in the nation last year, by closings.

Romney says Gingrich can't take heat of a campaign (AP)

BEDFORD, N.H. ? Continuing a nasty dispute over negative campaign tactics, Mitt Romney said Wednesday that if Newt Gingrich can't take the heat generated by attack ads during the GOP presidential primary, he'll wilt going up against President Barack Obama.

Appearing on morning television programs, Romney responded to Gingrich's claims that a special political action committee that supports Romney is running misleading and false ads against the former House speaker that have taken a toll on his campaign.

Gingrich has called on Romney to urge his allies to stop the advertising onslaught, a demand the former Massachusetts governor has dismissed as they both vie for Iowa and New Hampshire voters who will begin rendering judgment in less than two weeks.

Romney said he can't control what the independent PAC does and needled Gingrich as being too thin-skinned for a drawn-out contest against Obama.

"There are limits to what you can tell a PAC," Romney said Wednesday on Fox News Channel. "I'm sure I could go out and say, `Please, don't do anything negative.' But this is politics. And if you can't stand the heat in this little kitchen, wait until the Obama's Hell's Kitchen turns up the heat."

In subsequent interview on MSNBC that touched on foreign affairs, Romney said he would not rule out military "support" to oust Syrian President Bashar Assad, who has overseen a deadly nine-month uprising against his regime. Romney said as recently as last month that the time had come for Assad's regime to end.

The spat over attack ads has dominated the GOP campaign in recent days as Gingrich, picking up endorsements from legislative leaders in Iowa and New Hampshire, and Romney, on a bus tour of New Hampshire, worked to fit in as much glad-handing with voters as possible before taking a break for Christmas.

"I don't object to being outspent. I object to lies. I object to negative smear campaigns," Gingrich said Tuesday, suggesting that Romney was being less than truthful when he claimed he can't do anything about hard-hitting spots coming from the independent group, Restore Our Future, formed by staffers from his 2008 campaign. "Understand, these are his people running his ads, doing his dirty work while he pretends to be above it."

"I think these guys hire consultants who get drunk, sit around and write stupid ads," a fired-up Gingrich said. "Every one of these candidates should take responsibility for the lies they are putting up."

Earlier Tuesday, Romney said in an appearance on MSNBC that these political action committees have been "a disaster." But he refused to urge the group backing him to halt its attacks on Gingrich, citing federal law that prohibits coordination between his campaign and such groups. And he pointedly declined to disavow the ads.

"I'm not allowed to communicate with a super PAC in any way, shape or form," Romney said. "If we coordinate in any way whatsoever, we go to the big house."

Hours later, Gingrich read Romney's remarks to reporters and then promptly labeled them "baloney." Said Gingrich, "His comments are palpably misleading, clearly false and are politics at its worst form."

The standoff over negative ads comes as Gingrich has lost ground in Iowa and elsewhere after the Romney-aligned super PAC and others, including Texas Rep. Ron Paul, have blanketed the airwaves with ads casting Gingrich as a Washington insider who profited on his name after leaving office. The ads have knocked Gingrich off message just as he's seeking to make his closing argument to Iowa voters ahead of the Jan. 3 caucuses.

With Gingrich flailing, Romney focused on Obama in a speech Tuesday in which he accused Obama of deepening the economic crisis and backing policies that will redistribute wealth instead of creating equal opportunity for people to do well.

Polls show Romney, Gingrich and Paul in contention for the lead in Iowa and elsewhere.

Paul, the blunt-spoken Texas congressman, was campaigning Wednesday in Iowa, along with other candidates in the field. The race there remains unpredictable, as voters weigh electability against conservative credentials.

Jenny Turner, a 31-year-old wedding videographer from Mount Pleasant, Iowa, summed it up this way: "My heart is with Newt. But Mitt Romney is in the back of my mind."

The bickering over negative ads has highlighted the role of so-called super PACs, independent groups that may accept unlimited donations but are not supposed to directly coordinate with candidates. Such groups have sprung up to work on behalf of every serious Republican candidate after a U.S. Supreme Court decision last year that allowed individuals, unions and corporations to donate unlimited sums of money to outfits advocating the election or defeat of candidates.

On Tuesday, Gingrich and Romney decried the system, with Romney calling it a "disaster" and Gingrich branding it as a "nightmare." But both benefit from super PACs.

Two pro-Gingrich groups have started raising money, and Gingrich's longtime aide Rick Tyler just signed on with one of them.

Romney's supporters, however, have had a yearlong head start in raising money. Restore Our Future is slated to spend roughly $3 million on ads, most of which paint Gingrich as an ethically-challenged Washington power broker.

Gingrich, who trails Romney badly in fundraising after a campaign implosion this year, said he would disavow any group that runs negative ads on his behalf.

In a sign of his fundraising and organizational deficiencies, Gingrich was rushing later Wednesday to Virginia, the state the former Georgia congressman now calls home, to help ensure he has the needed signatures to get on the ballot there.

While filming a surfing scene in Northern California, Butler was taken down by a wave.

A rep for the actor gave this statement to ET: "He's fine. Very scary. They brought him to Stanford University. More scary than anything. For precaution, we all wanted him checked out after it all happened. Came out with flying colors."

The movie is due to hit theaters October 26, 2012.

Keystone pipe outlook no rosier after Senate vote (Reuters)

(Reuters) ? Senate Republicans claimed victory on Saturday for a bill that may force President Barack Obama to make a speedier decision on a Canada to Texas oil pipeline, but a White House official indicated quick approval of the project is not likely.

The two-month payroll tax break extension bill passed by the Senate on Saturday included language that would make Obama decide within 60 days whether TransCanada Corp's 700,000 barrel-a-day Keystone XL oil sands pipeline is in the country's national interest.

But the U.S. State Department, which must approve the cross-border project, has said it will not be rushed into a decision before it has time to consider the environmental impact of alternative routes. That could leave Obama room to approve the project in principle but still keep construction at bay.

"This bill will stop President Obama's delaying tactics," said Senator Richard Lugar, who had introduced the measure to speed up a decision on the pipeline. "This is a tremendous victory for our security and for creating jobs."

The State Department in November delayed a decision on the line until after the 2012 presidential election, citing the need to study alternative routes in Nebraska where the proposed route would cross one of the country's largest aquifers.

An Obama administration official who briefed reporters said the State Department would "almost certainly" have to turn down an approval because there would not be enough time to complete its review of alternate pipeline routes through Nebraska's fragile Sand Hills region.

An energy policy analyst said the State Department's November ruling could be a large factor in Obama's decision.

"The foundation for plausible deniability has been laid already," said Kevin Book, an analyst at ClearView Energy Partners in Washington.

"The Obama administration has already said they won't be rushed, but they don't have to rush to say no, either."

Even if Obama ended up approving the line, it would not survive the court process, Daniel Weiss, of the Center for American Progress, said on Friday.

If Obama decides against the line before the election, he could face criticism from Republicans in the campaign that he gave up an opportunity to provide thousands of jobs.

And if the price of oil is high next summer, he could also face criticism that he did not do enough to fight energy prices. But environmentalists are part of Obama's political base and activists say oil sands petroleum emits more greenhouse gases than average crude oils.

Russ Girling, TransCanada's president and chief executive, said on Saturday his company would do whatever is necessary if the bill is passed and the 60-day deadline comes into effect to make sure the project is approved. The Republican-led House of Representatives is expected to vote on the bill early next week.

"We will continue to focus our efforts on collaborating with Nebraska's Department of Environmental Quality, the state and the federal State Department on an alternative route that avoids Nebraska's Sand Hills," Girling said in a release.

Environmentalists also geared up for a battle. "We're of course ready to fight like heck," Bill McKibben, who led protests at the White House in November, said in a note to supporters on Saturday.

Torrent of bad financial news flows out of Europe (AP)

DUBLIN ? Alarming financial news flowed out of Europe in a torrent Friday, just a week after the EU leaders struck a deal they thought would contain the continent's debt crisis.

The bombardment shredded hopes of a lasting solution to the turmoil that is endangering the euro ? the currency used by 17 European nations ? and threatening the entire global economy.

In quick succession:

? The Fitch Ratings agency announced it was considering further cuts to the credit scores of six eurozone nations ? heavyweights Italy and Spain, as well as Belgium, Cyprus, Ireland and Slovenia. It said all six could face downgrades of one or two notches.

? Moody's Investors Services downgraded Belgium's credit rating by two notches. Belgium's local- and foreign-currency government bond ratings fell to "Aa3" from Aa1," with a negative outlook. The ratings remain investment grade.

? Ireland's economy shrunk again much deeper than had been expected, with its third-quarter gross domestic product falling 1.9 percent. Ireland is one of three eurozone nations kept solvent only by an international bailout.

? Bankers and hedge funds were balking in talks about forgiving 50 percent of Greece's massive debts, a key issue in the debate over Greece's second rescue bailout.

? The red ink in Spain's regional governments surged 22 percent in the last year, endangering the central government's efforts to cut overall Spanish debt.

? France, the second-largest eurozone economy after Germany, warned that it faced at least a temporary recession next year.

? The euro hovered Friday just above $1.30, a cent higher than its 11-month low.

On the positive side, Fitch said France should keep its top AAA credit rating even though the country's debt load is projected to rise through 2014. Italian lawmakers overwhelmingly passed Premier Mario Monti's new austerity package in a confidence vote, even though many still objected to its pension reforms.

French officials and investors had feared that France could get downgraded, which would have immediate repercussions for the entire eurozone. France and Germany's AAA credit ratings underpin the rating for the eurozone's bailout fund.

European Union leaders confirmed Friday they have distributed the text of their proposed new budget-stability treaty, a pact designed to deter runaway deficits and supposed to become EU law by March. But as growth prospects fade across the continent, governments are facing the likelihood that Europe's debt crisis will prove longer and tougher to overcome than even their most recently revised forecasts.

Until this week, EU leaders held up Ireland as the model for how a debt-struck nation should behave ? defying economic gravity by simultaneously growing its economy while sucking billions out of that same economy in Europe's longest austerity drive.

But on Friday, Ireland announced its third-quarter gross domestic product fell 1.9 percent, its national product 2.2 percent. Economists had expected only an 0.5 percent fall for GDP and none at all for GNP. The latter figure is considered a better measure of Ireland's economic vitality because it excludes the largely exported profits of about 600 American companies based in the country.

Ireland has been cutting spending and hiking taxes since late 2008 and has plans to keep doing so through 2015. Next year's target is euro2.2 billion ($2.9 billion) in cuts and euro1.6 billion ($2.1 billion) in extra charges, including a hike in national sales tax to 23 percent and introduction of a new euro100 ($131) tax on every property.

But the country's finances this year are seriously out of whack: It is spending euro57 billion ($74.5 billion), including euro10 billion ($13 billion) to keep its five nationalized banks afloat, but collecting just euro34 billion ($44 billion) in taxes.

Labor union leaders say the unexpected slump confirmed Friday is irrefutable evidence that Ireland's 4.5 million citizens already have been squeezed too much, too quickly.

"Current policies are making recovery almost impossible," said David Begg, general secretary of the Irish Congress of Trade Unions. "No economy can sustain the sort of ongoing damage that is being inflicted on us."

"We need growth and we need it quickly," he added.

Ireland's year-old international bailout requires the Irish to reduce their annual deficits from an EU record 32 percent of GDP in 2010 to the traditional eurozone limit of 3 percent by 2015. But analysts agree that Ireland cannot hope to meet the 2015 goal if its economy doesn't grow sufficiently.

Ireland's recovery plan now presumes 1.6 percent growth in 2012 and 2.8 percent growth in each of the next three years ? figures many consider way too optimistic.

Alan McQuaid, chief economist at Bloxham Stockbrokers in Dublin, said Ireland would "do well" to reach 0.5 percent growth this year "given the deteriorating world economic backdrop and the fall-off in global demand." He said he doubted Ireland could top 1 percent growth next year.

In other developments:

ITALY:

The new premier's austerity package passed 495-88 Friday, but lawmakers on both the left and right criticized the pension reforms as too harsh. The plan raises euro30 billion ($39 billion) in extra taxes and pension reforms and plows about euro10 billion ($13 billion) of that back into growth measures.

Prosecutors in the southern region of Calabria, meanwhile, said they were investigating 10 envelopes with bullets inside found in a post office in the town of Lamezia Terme. The envelopes were addressed to the new leader Monti, his labor minister, former Premier Silvio Berlusconi and other top political or media figures, according to the Italian news agency ANSA.

Reports said the envelopes contained notes threatening those named if the austerity package wasn't changed.

GREECE:

European officials told The Associated Press that private holders of Greek bonds were resisting EU efforts to persuade them to take a voluntary 50 percent cut in the value of their holdings. The talks in Paris between EU and Greek leaders against representatives of global banks and hedge funds have been very difficult, they said.

The proposed euro100 billion ($130.6 billion) write-off of privately held Greek bonds is supposed to be agreed upon by early next year ? and it's central to Greece's second bailout deal. Without it, Greece's debt is forecast to escalate to nearly 200 percent of GDP.

SPAIN:

A new conservative government committed to increased austerity is coming into office next week, but it faces a rapidly deteriorating financial outlook.

The Bank of Spain announced a 22 percent surge over the past year in the debts of the country's 17 regional governments to euro135.2 billion ($176.6 billion). Spain's central government debt rose 15 percent to above euro706 billion ($922.3 billion).

PORTUGAL:

The main opposition party refused Friday to support the government's plan to amend the constitution to include a budget-deficit limit. All 17 members of the eurozone are supposed to make such commitments as part of the bloc's week-old plan to enshrine spending controls in a new treaty.

In a further worrying development, ratings agency Standard & Poor's on Friday downgraded the credit rating of six leading Portuguese banks to junk status.

Portugal received its own euro80 billion ($104.5 billion) international bailout deal in April.

Nuclear agency chief again faces 'bully' claim (AP)

WASHINGTON ? A day after facing a stunning public rebuke from his closest colleagues, Nuclear Regulatory Commission Chairman Gregory Jaczko faces another grilling as lawmakers continue to probe the nuclear agency's operations.

The Senate Environment and Public Works Committee was to discuss nuclear safety Thursday in the wake of Japan's nuclear crisis, but Jaczko's behavior was likely to be a key issue.

At a House hearing Wednesday, Jaczko's four fellow commissioners described him as an intimidating bully whose actions could compromise the nation's nuclear safety. The commissioners ? two Democrats and two Republicans ? said Jaczko, a Democrat, is responsible for an increasingly tense and unsettled work environment at the NRC.

Jaczko denied wrongdoing but said he has suggested the five commissioners talk to a "trusted third party" to improve communications.

The hearing before the House Oversight and Government Reform Committee at times seemed more like a soap opera than an oversight session on nuclear power. Several lawmakers said they had trouble believing what they were hearing ? or even that the session was called at all.

"I feel like I'm sitting here trying to referee a fight," said Rep. Elijah Cummings, D-Md., the committee's senior Democrat. "I haven't done that since my kids were tiny."

Noting that Congress has a low approval rating, Cummings said: "Congress isn't functioning very well at all. So I don't want to sit here and tell you how to conduct your business."

The four commissioners sent a letter to the White House in October expressing "grave concern" about Jaczko's actions. The letter stopped short of calling for Jaczko to resign but said he "intimidated and bullied" senior career staff, ordered staff to withhold information and ignored the will of the panel's majority. The letter was signed by Democrats William Magwood and George Apostolakis as well as Republicans Kristine Svinicki and William Ostendorff.

The commissioners told Congress that women at the NRC felt particularly intimidated by Jaczko. Magwood told the House oversight panel that Jaczko had bullied and belittled at least three female staff members, one of whom told Magwood she was "humiliated" by what Magwood called a "raging verbal assault."

Svinicki, the commission's only woman, told committee investigators she was so uncomfortable around Jaczko that she asked her chief of staff to "keep watch" over a private meeting with the chairman in Svinicki's office.

Asked about the incident Wednesday, Jaczko said, "I'm very passionate about safety, and all the things that I do at the agency are directed towards doing what I think is the right thing for safety."

Pressed, Jaczko said he went to Svinicki's office "to speak with her about a letter, I believe." At one point, he said, Svinicki "became concerned, and as I recall I simply motioned. I said, `Let's just sit down, let's just calm down and let's just work through it.' We continued to discuss it, and then at some point I left."

Asked if he had ever apologized for that incident or any of other incidents described at the hearing, Jaczko said he was hearing many of the allegations for the first time ? despite an inspector general's report on his behavior in June and a letter from fellow commissioners sent to him and the White House in October.

"Certainly if there's ever been a time when I have made someone feel uncomfortable, I always like to know so that I can take whatever action is necessary to remedy that," Jaczko said.

Magwood, a Democrat, disputed a claim by Senate Majority Leader Harry Reid, D-Nev., that the allegations against Jaczko were politically motivated. Jaczko worked for Reid before joining the NRC, and Reid's strong support for Jaczko is considered crucial in keeping his job.

Reid is the leading congressional opponent of a planned nuclear waste dump at Yucca Mountain in Nevada. Jaczko has made a series of decisions over the past two years that have aided the Obama administration's goal of shutting down Yucca Mountain.

Rep. Dennis Ross, D-Fla., said the situation reminded him of the movie "The Caine Mutiny," in which Humphrey Bogart's character was put on trial by his own crew members.

"So, I mean, it begs the question, Capt. ? I mean, Chairman ? Jaczko. How has the voyage been so far?" Ross asked.

Jaczko apologized for the distraction that had been created and said he looked forward to discussing ways "to improve communication and trust."

Even so, Jaczko denied that he has bullied and intimidated staff members and said he has no plans to step down.

Under fierce questioning from the House panel, Jaczko refused to name a single thing he had done wrong in his 2 1/2-year tenure as NRC chair.

"I have no plans to resign, because I continue to believe under my leadership the agency has performed very well," Jaczko said. "We have committed ourselves to safety, and I believe my record shows that."

While denying bullying anyone, Jaczko did acknowledge having a heated conversation with a senior NRC manager about the agency's response to Japan's nuclear crisis last spring. "I often engaged my colleagues in discussions about safety and that's been my style," Jaczko said.

Ostendorff said the issue was not Yucca Mountain or party politics, but Jaczko's "bullying and intimidation" of NRC staffers and even some commissioners, which Ostendorff said "should not and cannot be tolerated."

Ostendorff, a Republican, said he had "lost faith" in Jaczko's ability to lead the commission.

Rep. Jason Chaffetz, R-Utah, said Jaczko should resign. "You're telling me they are all wrong and you are right," he told Jaczko. "That to me is a lack of leadership."

White House Chief of Staff Bill Daley said this week that problems at the NRC stem from the commission's "strong chairman" structure, in which the leader of the five-member panel has far greater powers than the remaining four commissioners.

Developer documentation

Two white-papers detailing the technology that went into the kernel are being prepared and will be available soon. One of them describes the changes made in the kernel from a higher abstraction level, to enable developers to get to grips with the source tree. The second one is a highly technical paper describing the design and implementation of the vastly improved SSE3 emulator. Further documents may be available in the future.

Worker charged in 2010 NYC elevator accident (AP)

NEW YORK ? A grand jury has indicted an elevator repairman on criminal charges in an accident that maimed a woman visiting a New York City hospital.

Brooklyn prosecutors say maintenance worker Jason Jordan disabled a safety switch that was supposed to stop the elevator from moving with its doors open.

Last Christmas, a 47-year-old woman was getting onto the elevator at SUNY Downstate Medical Center in Brooklyn when it lurched into motion. Her arm and leg were trapped and crushed, but she survived.

Jordan faces charges of assault and reckless endangerment. The name of his attorney was not immediately available.

Prosecutors say charges announced Thursday are unrelated to a fatality the day before in Manhattan. On Wednesday, an advertising executive was dragged and crushed after stepping into an elevator.

Qatar and UK's Centrica agree to invest in energy (AP)

DUBAI, United Arab Emirates ? Qatar's state oil company and British energy firm Centrica PLC agreed Monday to cooperate on pursuing energy investments, laying the groundwork for a further expansion of the wealthy Gulf state's international portfolio.

The memorandum of understanding between Centrica and Qatar Petroleum International, signed at an energy conference in Qatar's capital Doha, builds on a deal earlier this year that gave the British company access to a steady supply of Qatari gas.

Centrica is the parent company of British Gas, Britain's biggest household energy supplier. QPI is state-run Qatar Petroleum's international investment division.

They aim to invest in a range of new or existing oil and gas projects, including investments in liquefied natural gas, gas storage and gas-powered turbines, the companies said in a statement.

The agreement highlights QPI's desire to "to transform itself into a more active international player" in the global energy business, said Mohammed bin Saleh al-Sada, Qatar's minister of energy and industry and chairman of QPI's board.

The two companies didn't say how much they plan to spend or how soon their first joint deal could be completed.

Centrica CEO Sam Laidlaw said the partnership will seek investments that boost the long-term security of Britain's gas supply. "We will also explore joint opportunities to deploy capital and expertise in other markets to deliver growth and value for the group," he added.

Centrica announced the deal as energy industry leaders gathered for the World Petroleum Congress in Doha.

Qatar's ruler opened the conference earlier Monday by seeking to assure energy consumers that the unrest roiling the Arab world this year will not affect supplies of oil and natural gas.

Sheik Hamad bin Khalifa Al Thani said the events of the Arab Spring are a reminder of concerns about energy security in the Middle East. But the emir says the region's major energy producers will "exert every effort" to ensure energy supplies continue to flow, especially in time of crisis.

OPEC member Qatar holds the world's third largest natural gas reserves and is the biggest supplier of liquefied natural gas. LNG is a super-cooled form of the fuel condensed for transport on hulking supertankers.

In April, Qatar inked a deal with Centrica to supply it with up to 2.4 million tons of LNG annually over three years. That fuel is being shipped to Britain's Isle of Grain terminal from the Qatargas 4 project, a joint venture between Qatar Petroleum and Royal Dutch Shell PLC. The supply deal is worth 2 billion pounds ($3.13 billion) is covers about a tenth of Britain's annual residential gas needs, according to the companies.

On Sunday, Qatar Petroleum and Shell signed a tentative deal to jointly develop a large petrochemicals complex at a cost of about $6.5 billion. The plant, due to open in 2017, aims to turn Qatari gas into petrochemical products destined mainly for fast-growing Asian markets.

Qatar in recent years has used its vast energy wealth to snap up stakes in prominent European companies, including Barclays PLC, Credit Suisse Group, Volkswagen AG, and the London Stock Exchange.

It has increasingly turned its attention to the energy sector. Qatar Holding, the country's main investment vehicle, acquired more than 6 percent of Spanish power utility Iberdrola SA and 2 percent of power company Energias de Portugal earlier this year.
